In a significant move, the Election Commission executed a series of transfers changing key administrative positions in Assam and Punjab, notably including the brother of Chief Minister Dr Himanta Biswa Sarma. The Commission directed the relocation of “non-cadre” district magistrates and superintendents of police in many States.
Clarifying its stance, the EC asserted that non-cadre officers had been reassigned as the positions were designated for IAS and IPS officers. A firm stance was adopted against the appointment of non-cadre officers in leadership roles, resulting in the transfer of numerous officials across Punjab, Odisha, Gujarat, and West Bengal.
Highlighting concerns over familial associations with elected officials, the EC transferred officials such as SSP Bathinda in Punjab and SP Sonitpur in Assam. Notably, SP Sonitpur, Sushanta Biswa Sarma, shares kinship with CM Himanta, adding to the imperative for their reassignment.
The Commission stated that these transfers were pre-emptive measures aimed at dispelling any notions of bias or compromise within the administration, particularly crucial with the imminent seven-phase Lok Sabha polls commencing on April 19.
Previously, the EC had mandated the removal of home secretaries in six States and transferred the West Bengal DGP to a non-election-related role.
These decisions were made following a meeting chaired by Chief Election Commissioner Rajeev Kumar, alongside Election Commissioners Gyanesh Kumar and Sukhbir Singh Sandhu.
With these transfers, the Election Commission reaffirms its dedication to ensuring fair and transparent electoral processes, maintaining neutrality and independence in the administration of democratic procedures.
