The Assam Cabinet has recently endorsed several key initiatives aimed at bolstering the welfare of the State Government employees and encouraging economic activities across the region.

Adoption Care Leave for Women Employees
In a significant stride towards gender inclusivity, the Assam Government has sanctioned 180 days of “Adoption Care Leave” for female government employees adopting children below one year of age. This measure, aligned with Rule 43-B of the Central Civil Services (Leave) Rules, 1972, aims to ensure that adopted children receive adequate care and nurturing. This decision is set to benefit numerous women employees, enabling them to effectively manage their professional duties alongside family responsibilities.
Voluntary Retirement Scheme for ASAMB Employees
The Cabinet has approved a financial settlement scheme targeting employees of the Assam State Agricultural Marketing Board (ASAMB) to optimise manpower utilization within the government sector. As part of this initiative, 612 regular ASAMB employees will be eligible for a Voluntary Retirement Scheme, with an additional one-time settlement or gratuity payment provided to 147 Contingency and Fixed Pay Employees. The settlement amounts vary based on years of service, with the state government allocating ₹154 crore for these disbursements.
Extension of Apon Ghar Scheme
To further support State employees in their housing aspirations, the Cabinet has extended the Apon Ghar Scheme until March 31, 2026. Under this extension, the loan limit has been raised from ₹15 lakh to ₹30 lakh, with an interest subvention of 1 per cent. This scheme has already facilitated ₹596 crore in interest subvention, benefiting 37,277 State Government employees in their efforts to purchase or construct homes.
Facilitating Transportation of Merchandise Goods
In response to the evolving needs of the e-commerce sector, the Cabinet has endorsed the Assam Transportation of Merchandise Goods in Stage Carriage and Contract Carriage Buses Scheme, 2024. This scheme, accompanied by an amendment to Rule 67 of the Assam Motor Vehicle Rules, 2003, aims to streamline the intra-state transportation of goods. Such measures are anticipated to bolster the efficiency of merchandise transportation and strengthen the growth of e-commerce in Assam.
These initiatives underline the Assam Government’s commitment to enhancing employee welfare and driving economic progress across the state, reflecting a proactive and balanced governance approach.
