The Assam Government’s ‘Jal Doot’ programme, which highlights the role of students in water conservation, is set to be implemented in all Central Board of Secondary Education or CBSE schools across Bharat, announced Chief Minister Himanta Biswa Sarma.
Sharing a CBSE circular on X, the CM stated, “Another novel Assam policy initiative gets more eyeballs and followers!” He added, “CBSE has directed all its schools to implement ‘Jal Doot’, a brainchild of the Assam Government. This practical programme integrates students into community efforts for water conservation.”

The Jal Doot programme, part of the ‘Jal Shakti Abhiyan: Catch the Rain’ campaign by the Central Government, focuses on rainwater harvesting, water conservation, intensive afforestation, and related activities.
According to the CBSE circular, “This nationwide movement could significantly strengthen Bharat’s efforts towards sustainable water use, environmental conservation, climate resilience, and involving young minds in Jan Andolan for fresh ideas and youthful energy.”

Initiated by JJM-Assam, the programme designates students from Classes 8 to 12 as ‘Jaldoots’ or ‘student champions’. These students assess local piped water supply schemes and engage in water conservation activities. The initiative empowers students to take the lead in water, sanitation, and hygiene (WASH) management through a two-day workshop called Jalshala, where they gain essential skills for evaluating local water systems.
The programme aims to engage around 300,000 students in WASH activities. Each Jaldoot, after attending the Jalshala workshop, registers via the Jaldoot Bot on WhatsApp and participates in a series of gamified activities under the framework of discover, investigate, solve, and share. Successful completion of these activities is tracked on a dynamic scorecard known as the Jaldoot Leaderboard.
Union Education Ministry’s School Education and Literacy Department Additional Secretary Vipin Kumar announced the decision to expand the Jal Doot programme nationwide. This decision, communicated on February 28, was conveyed to the education departments of various States and Union territories, as well as to CBSE, Kendriya Vidyalaya Sangathan, and Navodaya Vidyalaya Samiti.
