A comprehensive report titled “Towards Justice: Ending Child Marriage” has revealed a significant 81 per cent decline in child marriage cases across 20 districts of Assam between 2021-22 and 2023-24. Released on the World Day for International Justice, the report attributes this success to the Assam Government’s proactive measures and stringent law enforcement.
Assam Chief Minister Dr Himanta Biswa Sarma shared this achievement on X, stating, “This remarkable report by India CP Org is evidence of our relentless efforts in empowering women. Our zero-tolerance approach and over 3,000 arrests have resulted in an 81 per cent reduction in child marriages since 2021. Our mission to eradicate this social evil continues.”

The report reveals that Jorhat and Nagaon districts have completely eradicated child marriage cases, while Goalpara has seen an 8 per cent decrease. The data, sourced from the National Crime Records Bureau or NCRB and surveys conducted in 1,132 villages across 20 districts, covering a population of 21 lakh, including 8 lakh children, indicates substantial progress.
Further findings indicate that 30 per cent of surveyed villages have completely eliminated child marriage, and 40 per cent have seen significant reductions. Additionally, 98 per cent of Assam’s population believes that prosecution is vital in ending child marriage.
To address the backlog of child marriage cases, the report recommends establishing fast-track special courts. It also suggests doubling the punishment for those providing undertakings, treating such actions as criminal conspiracy for rape. Additionally, the report advocates for the rehabilitation of child marriage victims, equating them with survivors of child sexual abuse.
CM Himanta’s State-wide campaign against child marriage, initiated in January 2023, has led to 3,015 arrests, demonstrating the government’s commitment to combating this issue.
Despite the progress, the report highlights that 3,563 child marriage cases are still pending trial, potentially taking 19 years to resolve at the current rate. Nevertheless, the advancements in Assam represent a hopeful stride towards eradicating child marriage both within the State and potentially across Bharat.
