In the sixth session of the 12th Manipur Legislative Assembly, Chief Minister N Biren Singh presented the budget estimates for 2024-2025, highlighting a substantial gross expenditure of ₹34,899 crore. Singh, who also oversees the finance portfolio, acknowledged the economic impact of recent unrest, including reduced revenue collection, heightened security and relief costs, and inflation.
CM Biren detailed the budget allocation, with ₹20,628 crore designated for revenue expenditure and ₹8,616 crore for capital outlay. The fiscal deficit is projected at ₹1,526 crore, which constitutes 3 per cent of the Gross State Domestic Product (GSDP). The State’s total outstanding debt as a percentage of GSDP is anticipated to be 35 per cent.
The budget outlines total receipts of ₹34,815 crore, including ₹27,716 crore in revenue receipts and ₹7,099 crore in capital receipts. Biren Singh noted that the State’s own tax and non-tax receipts are estimated at ₹2,470 crore and ₹300 crore, respectively.
The CM highlighted significant support from the Central Government, which has provided ₹500 crore in special assistance to offset revenue losses. Additionally, the Centre approved ₹565 crore for externally aided projects during 2023-2024, contributing to infrastructure development. Security-related expenditures received more than ₹150 crore in support.
The budget also includes relief measures, with a special package of ₹101.75 crore allocated for relief camps for displaced individuals and ₹209.45 crore for relief and rehabilitation schemes. Furthermore, the central government approved ₹145.18 crore for temporary shelters for displaced families.
Biren Singh highlighted various developmental projects, including the DevINE scheme, which has sanctioned ₹71 crore for Dhanamanjuri University and ₹54 crore for Manipur Technical University. The “Flood Management and Border Area Program” has been allocated ₹220 crore for flood management works across ten river basins in the State.
