The Rouse Avenue Court in Delhi has issued a notice to the CBI while hearing the bail pleas of four co-owners arrested in connection with the death of three students due to flooding at Rau’s IAS Study Circle in the Old Rajendra Nagar area. Principal District and Sessions Judge Anju Bajaj Chandna has scheduled the next hearing for August 9.
During today’s hearing, the CBI’s lawyer informed the court that an FIR has not yet been registered in the case, though the process is ongoing. Notably, the Delhi High Court handed over the investigation to the CBI on August 2.
Previously, the Tis Hazari Court’s Sessions Court had disposed of the bail pleas of the four co-owners, stating that the matter has now been transferred to the CBI, and hence, the petitions should be filed in the CBI court.
The accused seeking bail are Tejinder Singh, Parvinder Singh, Harvinder Singh, and Sarabjit Singh. Another accused, and the driver of the Thar, Manuj Kathuria, has already been granted bail by the Sessions Court.
Delhi Police arrested the four co-owners of Rau’s IAS Study Circle and the Thar driver on July 29. Earlier, on July 28, the coaching centre owner Abhishek Gupta and coordinator Deshpal Singh were arrested. Except for the Thar driver, all the accused are in judicial custody.
In addition to these accused, Delhi Police have registered a case under various sections of culpable homicide against building management, municipal employees responsible for system maintenance, and other accused individuals. The case has been registered under sections 105, 106(1), 115(2), 3(5) of the Indian Penal Code.
It is noteworthy that the basement of Rau’s IAS Study Circle houses a library where students preparing for the UPSC exams were studying. Three students studying in this basement were trapped and died when it suddenly flooded.
