Manipur Chief Minister N Biren Singh reported in the Assembly that between 2017 and 2024, 412 FIRs were filed and 87 individuals were arrested in connection with illegal poppy cultivation in the State.
In response to Congress MLA Th Lokeshwor’s inquiry, the CM stated that a total of 16,788 acres of illicit poppy fields were eradicated during this period. “From January 2017 to July 2024, we have registered 412 FIRs related to illegal poppy cultivation and arrested 87 individuals, including 16 village chiefs,” Biren Singh noted in a written statement.
Suspension of Operations Agreement Update
Addressing another query from Congress MLA K Ranjit regarding the Suspension of Operations or SoO agreement, CM Biren clarified that the pact, which involves the Central Government, the Manipur Government, and various Kuki militant groups, has not been renewed since February 29 this year.
“The SoO agreement, which was a tripartite accord involving the Centre, the Manipur Government, and Kuki militant groups like the Kuki National Organisation or KNO and the United People’s Front-UPF, was initially signed in 2008 and extended periodically,” explained Biren Singh.
He added that the State cabinet decided to withdraw from the agreement in March 2023 due to the undesirable activities of the militant groups. The withdrawal notice was communicated to the Central Government, and since then, the agreement has not been extended.
“The SoO pact was intended to create peace, and the Manipur Government has limited influence over its administration,” concluded CM Biren.
